OB Entryway Master Plan

Current OBCDC Project


The Ocean Beach Entryway Master Plan was started in 1997. A consultant team was retained by the OBCDC to develop a comprehensive master plan, for beautification and enhancement of the entryway to Ocean Beach. The goal was identification of an Entryway Master Plan which would respect the sense of place, identity, and diversity of the Ocean Beach Community.



Specific project objectives included:

  • Unify and enhance the northerly entryways into the community.
  • Revitalize the streetscapes along Voltaire Street, Sunset Cliffs Boulevard, and Bacon Street.
  • Improve traffic flows into and out if the community.
  • Address local traffic circulation and parking needs.
  • Enhance regional and local access to Robb Field.
  • Provide a safe and pleasant environment for pedestrians and bicyclists.
  • Create entryway and streetscape designs that reflect the unique character of the community.
  • Enhance the economic vitality of the area.
Samples of Master Plan design:
Study direction was provided by a committee composed of key individuals from the Ocean Beach Community Development Corporation, Ocean beach Town Council, Ocean Beach Planning Group, and the Voltaire St. Merchants. Public meetings were conducted in September, 1997 and January, 1998 to solicit input and direction on design options. The Ocean Beach Precise Plan Update references the Ocean Beach Entryway Master Plan for community planning.

Project Milestones

  • 1990's Community effort plants palm trees and begins Entryway improvements.
  • OB Entryway Masterplan community workshops and consultant studies from 1997-1998 with support of Council District 2. Masterplan completed in 1999.
  • Purchase of land at corner of Sunset Cliffs Blvd/W. Pt. Loma Blvd. in 1999.
  • Deed corner property to City, designated as Gateway Park, and start design work in 2003.
  • Sunset Cliffs Boulevard widened in 2004.
  • Median 1 landscaping and hardscapes completed 2005.
  • Gateway Park design-GDP approved by Park & Rec Design Review Board in 2005.
  • Mexican Fan Palm tree trimming and roadside clean up in 2005.
  • Planted Median 2 & 3 with donated Queen Palms and median improvements 2005.
  • Initial funding from Hervey Family Fund commitment of $100,000 in 2005.
  • District 2 commitment of $100,000 FY2007 CDBG in 2006.
  • Kick off community-based fundraising to complete Gateway Park and Pathway 06-10-06
  • Median 2 & 3 source water and electrical underground installation in 2006.
  • Final funding from Hervey Family Fund commitment of $100,000 in 2006.
  • Median 2 & 3 palms; automatic irrigation installed in 2007.
  • County of San Diego awards OBCDC $17,500 in grants for the Entryway improvements in 2008.
  • City of San Diego awards OBCDC $50,000 CDBG grant for the Gateway Park project in 2008.
  • Median 2 & 3 irrigation timers installed and remaining plants ordered in 2008.
  • City of San Diego awards OBCDC $100,000 CDBG grant for the Gateway Park project in 2009.
  • County of San Diego awards OBCDC $20,000 Neighborhood Reinvestment Grant for the Gateway Park project in 2010.
  • City of San Diego allocates $241,000 of Proposition 40 funds for the Gateway Park Project in 2010. 

Gateway Park Update

 

The Gateway Park project will be built in two phases:

Phase I:

  • Final Phase I funds have been identified
  • All street/sidewalk enhancements
  • Complete infrastructure (grading, electrical ,irrigation, bike path meters, railings, etc.)
  • Construction of plaza and "peoples walls"
Phase II:
  • $219,000 needed
  • Completion and connection of all pathways
  • Completion of Landscape installation
  • Maintenance
